Invitation to Applicants Britannia Community Services Centre Society invites proposals from qualified consultants to evaluate its Child Care Department’s Community Facilitator Hub Model. The consultant will work with departmental leadership to develop evaluation tools, analyze quantitative and qualitative information, identify outcomes and themes, and report findings, impacts, recommendations, and transferable practices. Work should begin as soon as practicable; proponents must state their earliest available start date and proposed schedule. Background and Project Context Since 2023, the Community Facilitator position has evolved from a program-specific role into a department-wide resource connecting children, families, educators, childcare programs, Supported Child Development services, and community organizations. The model embeds relationship-based support in familiar childcare settings to improve family access, inclusion coordination, educator capacity, and continuity between childcare programs and community services. Activities include Affordable Child Care Benefit application support, family newsletters and workshops, individualized support and referrals, inclusion planning and coordination, collaboration with Supported Child Development, educator professional learning, resource development, and practicum mentorship. The grant proposal estimates that approximately 280 families access information, workshops, resources, and support through the role each year. Purpose and Evaluation Areas The evaluation will assess how the Hub Model operates, its contributions and limitations, opportunities for improvement, and practices that may inform the wider childcare sector. The evaluation should examine the model’s contribution to: Family access to services, information, resources, referrals, and workshops. Educator confidence and capacity related to inclusion and responsive practice. Communication between families, educators, and community agencies. Coordination and continuity of support across childcare programs. Workforce mentorship, professional learning, and practicum experiences. Overall responsiveness of integrated childcare supports. Continuous improvement and transferable practices relevant to childcare and community-based family support systems. Proponents may suggest additional evaluation questions or indicators. The proposal should explain how the selected approach will address these areas within the available budget and timeline. Scope of Work Meet with Britannia to confirm evaluation priorities, available data, and timelines. Review existing program records, surveys, evaluations, and relevant documentation. The report must note limitations such as data completeness, sample size, representativeness, and limits on attributing outcomes to the Hub Model. Privacy, Ethics, and Data Management The consultant must protect the confidentiality of children, families, educators, and community partners throughout the evaluation. Data collection methods and any required consent procedures must be agreed upon with Britannia in advance. Information must be securely stored, accessed only as necessary, and not identifiable in reports without appropriate authorization.
